While raising the personal allowance is a good move, the next priority should be National Insurance reform. This is a relic of a system that long ago warped from a social insurance levy into another income tax. Not only does it mess up our tax system and add needless complexity, but it’s also charged on people earning just 8,000 a year. Does it really make sense to say that it isn’t right to levy an income tax called “income tax” on people earning 12,500, but that it’s fine to levy another income tax on them so long as we call it “National Insurance”? This switch of focus would mean the Government could target tax cuts at the lower end better, while also going some way to fixing our byzantine mess of a tax system.
